Funding scheme for cooperation between Nordic and Baltic civil servants is open for applicants in 2017The Nordic-Baltic Mobility Programme for Public Administration has been evaluated by the Steering Group of the mobility programme during autumn 2016. The results of the evaluation are positive, the mobility programme has been described as a useful tool for sharing experiences and strengthening democracy on regional and EU level. The Steering Committee has suggested that the mobility programme should continue under the existing financial and administrative conditions.
The Nordic-Baltic Mobility Programme for Public Administration is open for applications from civil servants and other staff in the public sector. The next deadline for submitting applications is 30 March 2017. Please note that there is only one application round per year.
In order to obtain funding, your project should involve partners from at least three countries: Nordic applicants should visit a minimum of two Baltic countries, while Baltic applicants should visit partners in at least two Nordic countries.

Results from 2016
68 applications from the Nordic-Baltic region were approved for grants with a total budget of 341 289 EUR in 2016. A total number of 390 civil servants will participate in the projects granted by the mobility programme.

Kalev Kallemets, Adviser of the Estonian Ministry of Economic Affairs and Communications applied for funding for a group study visit to Finland, Sweden and Norway in 2016, the main objective of the project was to study the experiences of the mineral resources management of the Nordic countries as well as to promote the cooperation and networking between the public administration officials in participating countries.
Kalev Kallemets: „Visits to geological surveys and ministries of the Nordic countries and discussions on the meetings led to improved understanding of development of individual mineral strategies, their effectiveness and issues to be solved. It would have been impossible to obtain the wealth of information exchanged without these face-to-face meetings. All three visits and discussions contributed directly into planning of Estonian European Union presidency EU Raw materials conference in November 2017. Secondly, these meetings led to the follow-up project on consulting the officials of the Republic of Ukraine on Mineral Strategy based on Nordic and Estonian experiences. First visit to Kiev with Estonian initiative, participation of 3 the Nordic countries and Estonia with the funding of the Estonian Eastern Partnership Programme took place on November 21-22.“
Hugi Olafsson, Director of the Office of Climate, Ministry for the Environment of Iceland, applied for a project to study climate change administration in Estonia and Latvia in 2016.
Hugi Olafsson: „I believe that in this field it can be more valuable to have an in-depth study of how other countries organize and conduct their work, than by just studying the subject matters and/or global and regional regulations. For a small country like Iceland it is imperative to maximize results with minimal effort and resources, and look for best practices in this regard. Like I stated in my application, I thought that Latvia and Estonia might be ideal for study in this regard, as they are relatively small (while bigger than Iceland!) and have therefore similar challenges as we do + they have experience with EU rules that Iceland plans to incorporate in the next 1-2 years. In short, the project surpassed my high expectations. I was warmly received and given good access to experts and answers to all my questions. I am most happy!“

About the Nordic-Baltic Mobility Programme for Public Administration
The programme offers grants for mobility and networking, the annual budget of the mobility porgramme, app. 300 000 EUR, is financed by all NB8 countries – Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway and Sweden. The purpose of the programme is to promote and strengthen cooperation, exchange of knowledge, and networking between public administration structures on all administrative levels in the Nordic-Baltic Region. The programme aims to facilitate the harmonization of more efficient working methods in the public sector. The overall goal is to increase the global competitive power of the region. |
