Kaunas Juvenile Remand Prison-Correction House is looking for international partners to enter the Nordic and Baltic Mobility Program for Public Administration. We are a budget office subordinate to the Prison Department under the Ministry of Justice of the Republic of Lithuania and it is the only such institution in the Republic of Lithuania where juveniles under arrest are kept and where convicted juveniles are serving their prison sentence. The mission of the institution is to reduce the juvenile delinquency by humanization and modernization of juvenile living environment under the conditions of isolation, to execute prevention of juvenile delinquency and their reintegration after release more effectively and justly, and to develop the conception of life in legal society. Objectives: to implement juveniles' corrective restoration of the behavior, relationships, and values, providing an opportunity for more effective reintegration and social adaptation in society after a sentence; to implement drug prevention in the facility by providing drug preventative education programs for prisoners and detainees on the issue of drug-related harm issues and shaping juveniles' hostile attitude towards drugs; implement measures to prevent drugs entering the facility; to ensure the maintenance conditions determined by laws and other legal acts for the detained and convicted juveniles; to ensure the health care for juveniles kept in the facility; guarantee general education and professional training of convicts; prepare juvenile convicts for integration into society after their penalty time is over.

During the visits, we would be looking forward to covering the following areas of interest:
1. Best practice exchange in Police procurement aiming to develop and improve procurement methods of procurement of goods and services necessary for the ensuring police activities as well as capacity building in management of EU funded projects.
2. Systems used for the implementation of internal controls and risk management in the police forces, including work organization, coordination and administration, which could contribute to the process of improving those systems in the Lithuanian Police.
3. Improvement and development of procedures regarding monitoring and maintaining police integrity, personnel recruitment, inspection, promotion and motivation.
4. Development of bilateral and regional cooperation between law enforcement services. Introduction with the Nordic experience in the organization and coordination of the international police cooperation with the emphasis on cooperation between local police agencies of the neighboring states. Maintenance of the network of liaison officers posted in foreign jurisdictions. Insight into Strengthening of representation in EU institutions and agencies as well as enhancing capacities in EU acquis implementation.
5. Elaboration of internal audit functions and procedures of the police system, evaluation of implementation of the police functions. Internal audit methods used for the evaluation of the effectiveness of the criminal intelligence funds used.

Since last year Human Resource department of Rural Support Service has two new inventions:
Last year Human Resource department of Rural Support Service has founded Learning center for our employees, this is absolutely new option in our employee’s career development. We are making our ‘first steps’, searching for new innovative methods to improve learning process for our employees and options for preparing/coaching internal lecturers. We would be glad to hear if you have any experience to share with.
A lot of work, resources and knowledge were invested to improve employee selection processes in Rural Support Service. Since last year we are using different selection and evaluation methods. This is great experience we are ready to share with and we are looking for more new views and approaches from our colleagues abroad regarding other human resource management and selection processes.
Participation in Nordic-Baltic Mobility and Network Program for Public Administration gives us chance to share with different experiences and see how to improve our cooperation across the borders.
The deadline for the project application is 30th of March. We are kindly asking our foreign colleagues to give urgent answer about taking part in Nordic-Baltic mobility program for public administration and being our partner.
