Strengthening the entrepreneurial environment of the Balvi municipality

Balvi municipality is a local authority, with 20252 inhabitants and a territory of 2386.87 km2. In this project proposal, we are looking for one more Nordic partner to strengthen the entrepreneurial environment in the Balvi municipality by exchanging good practices, building the capacity of the municipal administration, getting to know problems and possible solutions in the entrepreneurship field, including the labor market, as well as identifying school programs as a tool for strengthening the field.
We are looking for partners for possible future cooperation as well as on other topics like climate change and the environment, development of towns and rural areas, youth fields and schools, culture, etc.

During the visit we would like to know how your municipality or other public bodies have managed with COVID-19 situation and other related health issues to this pandemic problem solving. We want to see good examples and gain new knowledge about how one of Scandinavian countries are dealing with the pandemic. To the visit would come administration directors of Kaunas region municipalities.
By this possible visit we would like to promote knowledge transfer for mutual benefit within different sector areas on all administrative levels. Also promote promote cross-sectoral cooperation and also promote capacity building within local and regional authorities and maybe support of long term activities in the future.

A brief overview of Municipality of Vecumnieki district
Vecumnieku municipality located in the center of Latvia, to be precise - in Zemgales planning Region, which is known as the “barn of bread”, because there is the most fertile land.
Vecumnieku district located in the European Union, the Latvian Republic. It is bordering by Biržai district municipality which locates in the Republic of Lithuania and territory is close to Riga’s region. Vecumnieki district consists of six parishes: Vecumnieki, Stelpe, Barbele, Skaistkalne, Kurmenes and Valle.
District’s administrative center is Vecumnieku village, which is located 50-70 kilometers from Latvian capital city – Riga.
The total area of Vecumnieku district is 844,4 square meters.
Vecumnieku district is rich with gypsum, peat, forest and farmland resources.
District’s area is largely made up of forests, ( 53%) and agricultural land ( 35%). Swamps takes a minor area (2%), scrub (2%), land under water (2%), built-up areas (3%) and other land (3%). As You see Vecumnieki it is territorially large rural area.
Region is crosed by railway line, through which are transported cargo from CIS countries to Ventspils.
Population in Vecumnieku district on the first of January, 2016 was 8931. Population in Vecumnieku territory in recent years has decreased, the same trend has been all over the country. Half of the population concentrates in district’s administrative center – Vecumnieki.
Vecumnieku district is not rich with large factories and developed business environment. One of the reasons could be the capital city closeness of the county, which contributes people going to work in Riga and go back to Vecumnieki afer work. More developed business sectors are wood processing, grain production, peat processing. In region there are gypsum deposits.
There are six general education institutions in Vecumieku district:
Secondary school of Vecumnieki with 339 pupil and with 168 pupil in pre-school;
Secondary school of Misa with 149 pupil and with 63 pupil in pre-school;
Secondary school of Skaistkalne with 148 pupil and with 16 pupil in pre-school;
Secondary school of Valle with 132 pupil;
Elementary school of Stepe with 59 pupil and with 22 pupil in pre-school;
Preschool educational institution “Cielaviņa” of Valle with 56 pupil.
There are Music and art school in Vecumnieki with 196 pupil. And also Sports School with 204 pupil.
